Battle of the Intellect


The “Battle of the Intellect”, the town’s own version of the popular academic contest aired on TV, the now defunct “Battle of the Brains”, is going to be held in this quiet, simple yet progressive locality. This contest is open to all brilliant pupils from the different public and private Elementary schools of the town. It is slated on November 23, 2012 at 9:00am at the covered court of the Quezon Memorial Academy, the towns oldest and biggest Private School. It is located along Progreso St., Poblacion West.
The contest is made possible through the joint efforts and initiative of the local executives headed by the hardworking Municipal Mayor, Eldred P. Tumbocon, Vice Mayor Alain P. Rabang and members of the Sangguniang Bayan. They firmly believe that through competitions, the minds, skills and abilities of children are further honed and developed. Also, contests like this will help raise the level of competitiveness and academic aptitudes of the youth. With the help, cooperation and participation of the different Public and Private Elementary schools, the contest is expected to bring delight and excitement as it gathers all brilliant young minds under one roof for a rare event such as this.
Expected to grace the affair are the town’s local officials, Schools Heads and top School Officials of Region I, headed by DepEd Regional Director Teresita M. Velasco, Schools Division Superintendent-Pangasinan Division II, Dr. Viraluz S. Raguindin and EPS-I in-charge of Private Schools Dr. Cornelio R. Aquino who have all confirmed their participation.
Fabulous prizes await the winners. Each participating school will be represented by a team of five grade IV pupils. The top three teams that garnered the highest number of points scored after the EASY, AVERAGE and DIFFICULT rounds will be declared as winners. A clincher will be used in case of a tie. School Personnel from ABE-Urdaneta will facilitate the contest.
People in Umingan, especially parents and their young children hope that events like this will not be the first and last of its kind but the beginning of worthwhile activities intended for youth development such as this whose aim is to discover, develop and hone intellectually gifted children. This is exactly what the Local Government Unit  of Umingan has been doing for more than a decade now. With the able leadership of Eldred P. Tumbocon, the town Mayor, the Local Government Unit  of Umingan has continued supporting the less-fortunate but intellectually gifted youths by providing scholarship grants, financial assistance among others.

PNOY Philhealth Cards Distribution


A total of 4,069 indigent families from the 58 barangays of Umingan received Philhealth ID’s sponsored by the National Government on November 19, 2012.
Before the distribution, a short program was held to explain how the members can use their Philhealth cards. Ms. Froila Gaitos, a representative from the Provincial Health Team and Mr. Eduardo U. Dulatre, the Chief Social Insurance Officer of Philhealth Urdaneta entertained questions from the Philhealth members. Most of the problems encountered involves discrepancies in the name and status of members. It can be corrected by providing a photocopy of birth certificate and marriage certificate of the member and their beneficiaries. The actual distribution of Philhealth cards was done by the RHU I and II staff together with some MSWDO staff.
Also present in the distribution activity are the following: the Committee Chairman on Health and Sanitation, Mun. Councilor Troy P. Rabang, ABC Representative, Brgy. Capt. Cesario Galleguez, Mun. Population Officer – Designate, Vilma Lapuz-Abalos and Municipal Mayor Eldred P. Tumbocon. The activity was made possible through Philhealth Urdaneta in coordination with the Local Government Unit of Umingan.

Dengue Prevention




The Philippine Red Cross in coordination with the Local Government Unit of Umingan conducted a series of activities in some identified barangays in Umingan to combat the occurrence of dengue in the municipality. On September 10, Red Cross collected Baseline Survey from five (5) barangays. September 14 to 18 Red Cross volunteers conducted Information Dissemination; September 20 and 21 a massive clean-up drive was conducted; September 28 through a Mass Blood Donation, Red Cross was able to collect fifty four (54) bags of blood from the Municipality of Umingan; on September 3 and 4 Red Cross together with the community developed a Dengue Preparedness Plan to combat rampant incidence of dengue in the communities. Umingan ranked no. 3 in the whole province of Pangasinan in terms of dengue prevalence. Five (5) barangays were identified as high risk in dengue: Maseil-seil, Alo-o, Bantug, Pemienta and Poblacion West
