Showing its continuous support to the community especially to our hard-working farmers, Mayor Eldred P. Tumbocon, CE-GE representing the Local Government of Umingan has extended a financial assistance to the MASAGANA FARMERS' ASSOCIATION of Brgy. Prado amounting to P29,380.00 to provide Nursery House Materials and Hybrid Seeds such as sitaw, ampalaya, green pepper, talong and kamatis for the association. MASAGANA FARMERS' ASSOCIATION is headed by Alejandro J. Signey II (Chairman), Romeo Fernandez (Vice-Chairman), Dr. Rogelio V. Signey (Board of Director), Joey Gatchalian (Board of Director), Fidela Fernandez (Board of Director), Teodoro Panit (Board of Director), Don Cudal (Secretary), Darius IbaƱez (Business Manager), Laurencio Panit (Member), Ricardo Panit (Member), Promencio Pelovello (Member), Mario Obra (Member) Jaime Lamigo (Member) and Dominador Manangan (Member).

LGU-Umingan's Medical Mission
The Rotary Club of Urdaneta North together with the Rotary Club of Tarlac and in cooperation of the Local Government of Umingan headed by Mayor Eldred P. Tumbocon, its Rural Health Units and Barangay Officials of Brgy. Alo-o, Brgy. Maseil-seil and Brgy. Carosalesan have successfully launched a Medical Mission which was held at the Barangay Plaza of Brgy. Alo-o. The constituents of these three Barangays were given free medical check-ups such as ECG, Blood Count Glocuse, consultations and free medicines. The Medical Mission was attended by more than two hundred people from the beneficiaries barangays.
Mass Wedding 2009
Last January 25, 2009, the annual Mass Wedding at the Municipal Gymnsium was a success! This yearly event is in accordance to the Municipal Ordinance No. 1, S-1998 with the help and coordination of the Sangguniang Bayan and our Local Chief Executive, Hon. Eldred P. Tumbocon, CG-GE, forty-six (46) couples were joined by virtue of marriage. This annual event takes place during the last Sunday of January with the corresponding submission and processing of papers two weeks prior to it. The author of the said Municipal Ordinance was then Municipal Councilor Eldred P. Tumbocon, now our Municipal Mayor.
UNHS Payak Street Dancers to perform at Penagbenga Grand Street Parade
And they did it again! The Umingan National High School (UNHS) Payak Street Dancers are on a roll after winning yet again in the recently concluded Street Dancing Competition during the Pozzorubio Town Fiesta held last January 13, 2009. They battled it out against nine (9) other groups hailing from different municipalities in Pangasinan. This is a good addition to their long line of participation and winnings in street dancing since the Parade of Festivals for the Pista'y Dayat 2007 (May 1, 2007), Galicayo Festival 2007 of Manaoag (December 9, 2007) - 3rd Place, Bangus Festival of Dagupan 2008 (April 26, 2008) - 3rd Place, and Galicayo Festival 2008 of Manaoag (December 14, 2008) - 1st Runner-Up. The UNHS Payak Street Dancers are also one of the eight (out of thirty six groups) chosen to perform and compete in the upcoming Panagbenga Grand Street Parade this 28th of February at Baguio City, so go and watch as the UNHS Payak Street Dancers represents our beloved municipality!
3rd Placer Best LGU Provincial Nutrition Program Award
Umingan placed 3rd in the Annual Best LGU Provincial Nutrition Program Award along side Burgos which placed 2nd and Calasiao which took the 1st spot. The Municipality was given due honor, recognition and cash prize for its exemplary performance and support to the Nutrition Program following the success of Nutrition Programs launched which have considerably improved the nutrition level within the municipality through the effective implementation of home, school, and community food production, food assistance, food fortification, micronutrient supplementation, nutrition education, nutrition for maternal child health services and prevent the onset of malnutrition among pre-schoolers and school children.
Umingan, Now A First-Class Municipality
In Memorandum Circular No. 01-M (58)-08, Bureau of Local Government Finance (BLGF) announced the re-classification of this second-class town into a first-class municipality. The Municipality of Umingan is now classified as a FIRST CLASS MUNICIPALITY. The re-classification was based on the trends and patterns reflected in the Financial Statements of the Municipality of Umingan for Calendar Years 2004-2007, as certified by the Commission on Audit, in light of the objectives and purposes of the LGU income classification, the Department of Finance issued Department Order No. 23-08, dated July 29, 2008, prescribing the new income bracket scheme for LGUs. To be classified as a first class municipality, an LGU should have an average annual income of 55 million or more.
