Puno Para Sa Watershed



In the continuing support for the National Greening Program of the National Government and as part of the Six-Point Program of Governance of the Local Government under the Environment Protection Program, the Local Government Unit of Umingan held a tree planting activity as a way of celebrating  Mayor ELDRED P. TUMBOCON’s birthday. As a way of  helping Mother Earth,the chosen venue was at one of the Small Water Impounding Projects of the government. This aims to keep the watersheds protected.
The Local Chief Executive ask for the cooperation of every department, and each department was given a designated area for planting. After the tree planting ,the group took a brief tour at the boundary of Umingan and Talogtog, Nueva Ecija. It was Mayor Eldred P. Tumbocon who headed the tour.

Manalo,PICAG,4H Club, First Lady Mrs Camila M. Tumbocon and the Barangay Council of Diaz headed by Brgy. Capt. Paquito Obra also joined hands in the said activity.

Carabao Paiwi System



Twenty five (25) purebred Brazilian Buffalos and one ( )1 Murrah Buffalo  from Philippine Carabao Center (PCC) were awarded to San Juan Concepcion Dairy Producers Association through a Paiwi System (Pataraken). This was made possible through the initiative of ABONO Founding Chair, ROSENDO SO, Rep. ROBERT M. ESRELLA, JR. and ABONO President PONCIANO ONIA, Jr. and in coordination of the Local Government Unit of Umingan and the PCC. The 25 Brazilian Buffalos were awarded to the beneficiaries by Mayor Eldred P. Tumbocon and Ms. Gloria dela Cruz, PCC Center Director from Don Mariano Marcos Memorial State University, Rosario, La Union. A formal turn over ceremony was held at Brgy. San Juan last July 20, 2012.

Last July 11, 2012, the Local Government Unit through its Municipal Administrator, Mr. Gil O. Tadeo, DOLE Rosales Field Office Head, Ms. Theresa Buenavente,  DOLE Labor and Employmnt II, Ms. MJ de Leon and our PESO Officer, Ms. Bayani B. Sonaco,  turned over sewing, carpentry and plumbing equipment to the Association of OFW’s of Umingan headed by their President, Ms. Rosemarie C. Fulgosino.  Said equipment  will be utilized for their livelihood activities.

Pangasinan Mayors ban imported meat selling


CALASIAO, Pangasinan - Mayors in Pangasinan have banned the sale of imported frozen meat in public markets in their towns and cities to support the appeal of local hog raisers for the government to stop the smuggling of pork and chicken.
Members of the League of Municipalities of the Philippines in Pangasinan passed a resolution on the ban to save local backyard hog raisers and safeguard public health. The resolution was approved by 26 mayors and representatives of 16 other mayors during the LMP Pangasinan’s regular meeting last week.
Umingan Mayor Eldred P. Tumbocon, who sponsored the resolution, said the mayors recognized the need to support the campaign against the proliferation of imported pork in public markets.
Tumbocon said the loss of livelihood and employment in backyard piggeries can be reversed if smuggled pork is banned from wet markets and only locally produced meat is sold.
“The advocacy is not only to protect the Pangasinan hog raisers but also those from other provinces,” he said.
Last year, the Umingan town council passed a resolution suspending the sale of imported frozen meat in the town’s public market after backyard raisers and vendors complained about the proliferation of imported meat there.
“We also received complaints from consumers that the imported meat did not taste good,’ he said.
“With the LMP resolution, we can impose a permanent ban. I believe all town mayors of Pangasinan strongly support the advocacy against smuggled meat,” Tumbocon said.
Earlier, Urdaneta City and the towns of Bayambang and Mangaldan paased resolutions banning the sale of imported frozen meat in their public markets.
Rosendo So, head of the Swine Development Council and chair of the party-list group Abono, said as much as 87 million kilograms of pork had been smuggled into the country since last year.
Citing reports from the Bureau of Customs (BOC), So said that of 102 million kg of offal imported in 2011, at least 87 million kg “illegally entered the country and flooded wet markets.”
In his visit to Dagupan City last week, Bayan Muna Rep. Teodoro A. Casiño said he was one with So’s concerns on the smuggling of pork and other meat products.
“The local hog industry will die if this practice will not be checked by the BOC [and the Department of Agriculture],” he said.
“Smuggling has become so rampant that local agricultural producers are now hurting,” said Dagupan Mayor Benjamin Lim. Yolanda Sotelo, Inquirer Northern Luzon.

114th Independence Day


The Local Government Unit of Umingan joined the nation in commemorating the Philippines’ 114th  independence day. The activity was headed by the Municipal Mayor Eldred P. TUmbocon together with the sangguniang bayan head Vice Mayor Alain P. Rabang and the sangguniang bayan members.it was a simple yet meaningful way to look back and pay tribute to  those who fought hard for  the country’s freedom. A short program was held in front of the Umingan Municipal hall . The Municipal Accounting Office headed by Mrs. Aurora E. Supnet led the singing of the national anthem. Local COP Jesus O. Manalo delivered a message followed by Vice Mayor Alain P Rabang .Mayor Eldred P. Tumbocon looked back on how Filipinos fought to regain freedom from the country’s oppressor dating back from the Spanish Colony, the American  occupation and the Japanese invasion.And now in the face of the rift between the China and the Philippines, he challenged the crowd present in the event to be more vigilant and to always fight for freedom from tyrant be it foreign or local.The short program was followed by a wreath laying on the monuments of Gat Andres Bonifacio, Dr. Jose Rizal and the Unknown Soldier.
The activity was attended by more than 200 municipal employees,Also in attendance were DepEd Umingan District I Supervisor Elvira C. Mones and DepEd Umingan District II Supervisor  Mr. Reynoldo M. Deoferio together with the teaching force from Districts I and II;
This year’s  114th Independence Day event was celebrated with the national theme”Kalayaan:Pananagutan ng Bayan Para sa Tuwid na Daan”.  

DOLE Region I Granted Livelihood Fund to Three (3) Associations of Umingan


Masagana Farmers Association of Brgy. Prado headed by Al Signey and Roderick Gray, Tribu Association of Brgy. Bantug headed by Wilfredo A. Badua and t Timpuyog Association of Brgy. Lauren head by Daniel Serquiña received a livelihood fund from the Department of Labor and Employment, Region I. The 3 organizations received a total of Php 497,100.00, awarded to them at the Event Center of SM City Rosales, Rosales, Pangasinan during the Labor Day Jobs and Livelihood Fair last May 1, 2012. Tribu and Timpuyog Association will use the fund for their Hog Raising Project while Masagana Farmers will use the fund for their Vermiculture Technology project.

Distribution of Agricultural Packages with Representative JACK C. ENRILE and Cong. MARLYN L. PRIMICIAS – AGABAS


A total of 1,168 farmer-beneficiaries received agricultural packages consisting of six (6) bottles of foliar fertilizer and a sprayer. The procurement of these agricultural packages was funded by Senate President JUAN PONCE ENRILE with the support of  his son JACK C. ENRILE, Representative of the 1st District of Cagayan, Representative ROBERT M. ESTRELLA, Jr. and the Abono Partylist. The distribution was held at the Umingan Sports Complex last April 21, 2012 with Cong. MARLYN L. PRIMICIAS – AGABAS, Mayor ELDRED P. TUMBOCON, Vice Mayor ALAIN P. RABANG and the Sangguniang Bayan Members.

Senator TEOFISTO "TG" GUINGONA Visited Umingan


Senator Teofisto “TG” Guingona together with Cong. MARLYN L. PRIMICIAS – AGABAS and former Congressman CONRADO M. ESTRELLA  III had a consultation meeting with the Municipal Officials and the  Barangay Captains last March 31, 2012. Topics discussed includes the abolition of Sangguniang Kabataan and the Postponement of 2013 Barangay Elections.
